Cornell Municipal Clerks Institute (CMCI)
July 20–24, 2008, Cornell University
CMCI is a premium educational opportunity provided by a partnership between the City and Village Clerks, the Town Clerks Association of the State of New York, New York State Association of Clerks of County Legislative Boards and Cornell University’s Community and Rural Development Institute. City, town, village clerks, clerks to County Legislatures, and deputy clerks, as well as other municipal officials who seek professional development are invited to attend. Participants gain new knowledge and skills, enhance the administration of their office, and contribute to the professionalism of their municipal governments. A certificate of achievement will be awarded to participants who complete the Institute. Completion of three full years at the Institute earns Clerks the necessary points towards certification by the International Institute of Municipal Clerks.

In early May, Issue #17 of our Rural New York Minute series was released, The Impact of Agriculture: It's more than just economic (Part II), by Duncan L. Hilchey, Gilbert W. Gillespie Jr., David L. Kay, and R. David Smith, Cornell University.
We have just released our 18th issue of the Minute, at the beginning of June, entitled The Census Counts......and How!, by Warren Brown (Cornell University), Jeff Osinski (New York State Association of Counties), and Robert Scardamalia (Empire State Development).
In mid-May, Issue #17 of our Research & Policy Brief Series was released, entitled Food Insecurity in Rural New York State, by Christine Olson and Megan Lent, Cornell University.
We will release our 18th issue of the Brief in mid-June, entitled Retirement Migration in the Countryside, by Nina Glasgow and David L. Brown, Cornell University.

Report from the NYS Commission on Local Government Efficiency and Competitiveness
The Commission on Local Government Efficiency and Competitiveness was established in April 2007 to examine ways to strengthen and streamline local government, reduce costs and improve effectiveness, maximize informed participation in local elections, and facilitate shared services, consolidation and regional governance.
This report and recommendations are submitted to the Governor, the Legislature, and to the citizens of New York State. It describes the Commission’s process and sources of information, including research, public input, and contact with local leaders. The initiatives brought to the Commission by local officials, which they sought to support and learn from, are also described in summary and throughout the report where they relate to particular issues.

Funding Opportunity: Central Catskill Park/Mountains Smart Growth Program
Department of Environmental Conservation
The Department of Environmental Conservation (DEC) seeks proposals for capital projects which will protect the region’s natural resources and accommodate economic growth by revitalizing existing village, hamlet and town centers. Examples of eligible project activities include capital improvements to Main Street areas; inviting public spaces; pedestrian-oriented and bicycle-friendly streetscape design and amenities; Main Street facade improvements; in-fill construction in hamlets; retrofitting of existing buildings in hamlets; aesthetic signage; landscaping and tree-planting; wayside and other park and/or resource interpretation. The minimum state assistance amount is $40,000 and the maximum is $83,333. State assistance may fund up to 100 percent of approved project-related costs. Funds will be awarded based on competitive rankings conducted by the Department of Environmental Conservation in consultation with other State agency staff.
ELIGIBILITY: Eligible applicants include the Towns of Andes, Middletown, Olive and Shandaken, as well as the villages of Fleischmanns and Margaretville. Additionally, not-for-profit corporations having projects within the above eligible municipalities are eligible for this program.
FUNDING: This program will provide approximately a total of $500,000. A minimum of $40,000 will be made available for projects in each of the six communities should eligible projects be submitted.

Cornell Cooperative Extension Greene County (Cairo, NY) is searching for a Community Food System Team Coordinator (.6FTE). The purpose of this position is to encourage the development of a vibrant community-based food system that achieves the following goals:
- Design, support and deliver educational programs designed to increase consumption of locally produced safe, healthy and affordable food as a significant source of the community’s diet.
- Improving the profitability of the county and region’s farmland.

Cornell Public Service Center is now accepting applications for 2008-2009 Cornell Civic Leaders Fellowship Program sponsored by the Cornell Public Service Center, Rural Development Institute of Cornell, and the Cornell Department of City and Regional Planning.

The Cornell Civic Leaders Fellowship Program is an initiative through which the Cornell Public Service Center initiates and builds collaborative relationships between Cornell University and the local community, and allows the Center to award $5,000 to each selected Civic Fellow. The Cornell Civic Leaders Fellowship Program will enable two community leaders involved in economic and community development efforts to join the Cornell community of scholars as both learners and teachers for an academic year. The program seeks to accomplish the following:
- Support leaders who are providing stewardship to critical institutional and community problem-solving efforts.
- Foster university and community practices, which encourage greater commitment to community building, grassroots organizing and social responsibility.
- Strengthen and build regional university-community collaborative relationships (project impact can be local, national or international).
- Support community leaders as they reflect upon past practices, plan for the future, and enhance capacities of their communities, as well as contribute to instructional and research activities, as available.
Eligible candidates must reside in Broome, Cayuga, Chemung, Cortland, Seneca, Schuyler, Tioga or Tompkins County. We hope to reach a broad and diverse constituency of community leaders who may wish to submit an application for this fellowship.
