CaRDI invites you to join us for our Sustainable Communities Webinar #3: "Broadband - A Tool for Civic Engagement and Sustainability?" with CCE's Paul Treadwell and guests on Tuesday, March 24, 2009: 2:00 – 3:30 p.m. High speed internet access can be a powerful tool for communities. During this webinar we will explore some of the practical and potential uses of broadband in addressing issues of civic engagement, sustainability, and economic growth. Any discussion of this topic must, however, look at issues of access and digital literacy -the "digital divide". How creative can we be in crafting inclusive and engaging opportunities that make use of the potential of broadband technology?

Promoting Regional Assets for Community and Economic Development
Goals:
- Highlight the regional assets of western/central New York for community and economic development
- Articulate the comparative advantages of the region
- Encourage communities to build unique niches in a regional context
- Explore symbiotic relationships among assets and their multiplier effects.
Regional assets can be key building blocks in sustainable regional revitalization efforts. Assets include the skills of the workforce; the vitality of community organizations; the resources of public, private and non-profit institutions; and the physical and economic resources of local places. This suggests that the numerous lenses through which we view regional assets can include tourism, education, entrepreneurship, arts and culture, natural resources, agriculture, and history. The conference will engage participants to arrive at shared understandings of how different assets in the region assist and support one another. We will also explore the relationship between capacity building and the promotion and development of assets.

President Obama Administration's FY 2010 Budget Overview
President Obama has released the Administration’s FY 2010 Budget Overview. FY 2010 budget documents highlighting the President’s proposal are available on the Office of Management and Budget (OMB) website at http://www.whitehouse.gov/omb/budget. The Budget proposal for the Department of Agriculture includes support for rural revitalization, education, and land-grant programs and proposes an additional $70 million for rural areas, for competitive research grants that provide incentives for teachers working in rural areas to pursue professional development, and to enhance existing rural research and extension programs at land-grant and minority-serving institutions.

Community Garden Capacity Building
Program Department of Agriculture and Markets
The Community Garden Capacity Building Program is intended to support proposals to build capacity of existing community gardens in New York State. The projects must involve outreach materials, organizational planning, community programs, leadership development, and/or fundraising training. The program will be divided into the Upstate and Downstate Regions with funding being split evenly between the two. There are no matching requirements. Projects for which funding is sought should be completed in 1 year or less.
ELIGIBILITY: Not-for-profit corporations or must be sponsored by a not-for-profit corporation or municipality to act as a fiscal agent for the grant funding.
FUNDING: Total funding for this program will be $50,000. Each applicant may apply for and receive up to $5,000.
DEADLINE: May 4, 2009.

Aging in Place RFA-State Office on Aging
The New York State Office for the Aging will be administering a new competitive grant program for community empowerment initiatives that support aging in place. $245,000 was appropriated. Up to 8 awards are anticipated for either the planning or implementation of innovative collaboratives, projects and activities that enhance community empowerment and provide opportunities for community participation in creating livable, age friendly communities. Only not-for-profit agencies and local governments may apply. Multiple community agencies are encouraged to participate in community empowerment initiatives planning and development; however, the lead agency must be a not-for-profit or governmental agency.
Awards for planning grants will not exceed $30,000; implementation grants will not exceed $75,000. Goals for grant program are to support projects in different geographic areas of the state including at least 2 initiatives that can effectively address the unique challenges facing rural communities.
The Request for Applications is expected at the end of February.

EPA Offers Free Technical Assistance for Smart Growth Implementation Assistance
The Development, Community and Environment Division of theEnvironmental Protection Agency (EPA) is seeking applicants for the Smart Growth Implementation Assistance (SGIA)program. The program provides technical assistance to qualified states, regions, and communities that want to develop in ways that reflect the principles of smart growth to meet environmental and other community goals.
EPA has identified some key areas in which communities are likely to benefit from this assistance: climate change (both mitigation of and adaptation to); green job development; corridor redevelopment; green building development; suburban retrofitting; and disaster resiliency. Other topics for assistance are welcome, provided they demonstrate cutting-edge challenges and the possibility of replicable solutions.
EPA plans to assist three to five communities over a period of twelve months by providing a multi-day visit from a team of experts organized by EPA and other national partners. The deadline to apply is April 23, 2009. '
